In the US - carriers are now required by law to unlock once contracts under which the phone was purchased at a subsidy are fulfilled - or if the device was purchased at full retail price, those should be unlocked by the carrier its locked to...

Beware of the 3rd party unlock services - some work, some don't - like anything else, buyer beware.

I'm still paying it off on Att next plan I just got it a month ago and tried with Att they told me wait until I pay it off but I would like to have it unlocked sooner I travel out of the country soon.

Is it correct that you have to restore the phone in order to unlock it? I don't wanna lose my jb :( but want to switch carriers.

Your only option is a 3rd party unlocking service...and like kch said, it's hit or miss on legitimacy.
