Can not set up Apple Pay

I tried setting up Apple Pay on my iPhone 6+ but it will not work. Each time I try I get a message that says "Could Not Set Up Apple Pay" so I click okay back out. I have signed in and out of iTunes countless times and I restarted my phone 4 times but it still will not work. Anyone else have this problem or know how to fix it?

Yes but I can't get that far. When I open Passbook and choose set up Apple Pay I get "Can't Set Up Apple Pay" every time.

Gotcha. I haven't used it yet my bank doesn't support it until Jan.
