why cant i download apps on my new iphone 5s?

I recently got a new iphone 5s. I have tried to move apps from my old phone (android) to my new phone, it didn't work. So I went to the app store and I clicked get on the app and then install, after that it became a blue circle and went around. When I went out of the app store and then back in the circle was black and still went round and around. What is happening? What does it mean? How do I get the apps I want?

First go to the AppStore app and scroll down while you're in the Featured tab

There you will see if you're logged in to the AppStore or not.
If not, please do so.
After that you should be able to download any apps you want. Free apps will say Get while paid apps will show a price.

Ok so I am logged in but I'm still not able to download anything. I'm trying to get instagram right now, but it was still doing the same thing as earlier. I hit Get and then Install after that the girl's thing became black and would go around and around still. Am I doing something wrong?

It should have started the download.
Please make sure you're on wifi to rule some stuff out.
