iPhone 5s continues to say no storage but iTunes sync says 8.52GB available?

I-phone 5s continues to say no storage but I-tunes sync says 8.52GB available

How do I clear storage on the phone when the backup and I-tunes says there is plenty of space available? Phone settings says 11.4GB used on a 16GB storage, but I-tunes says there is more than half available.

Perform an iTunes backup of the iPhone.

The iCloud storage and the phone storage are not the same.
