I would like to know step by step how to set a hard data limited with password on my i phone 5s

My son keep going over my plan and i would like to set a limited with a password so cannot change the limit on a month to month base

iPhones don't do that... check with your carrier for parental controls that can be applied to your son's phone number - they have things like data allowances that can be applied.
