New to IPhone & get Blue sceen on setup

Just bought a used I phone 5s and wondered if anyway to restore system as it goes to a blank screen when setting up. Claimed no ICloud lock. tia

You can put your device in recovery or DFU mode and then restore it via iTunes. The directions can be viewed via the below link.
