How can I set up my new iPhone 5s if it won't accept my Apple ID and Password?

I am setting up a new iPhone 5S

I get asked to "please enter credentials to authenticate your device" and to enter a Log In ID & Password. But none has been established as yet by me. It does not accept my Apple ID & Password.

Is the phone brand new?
Did it have a previous user?
Did that previous user remove their Apple ID from the device?
