can you set controls so apps can not be purchased but you can get free ones

Free apps are fine but don't want access to purchase apps. Can this be done on the IPhone 5S?

In order to buy purchased app, your App Store passcode and/or fingerprint is needed to make the purchase.in addition to what Bigeric23 posted, if you're trying to prevent your children from getting paid apps from the App Store, you can make sure they don't know your passcode.

Go to Settings>General>Restrictions>Switch off the In-App Purchase option. By doing this you can download free apps but you cannot buy new apps unless you switch on the In-App purchase option in settings.
