Since the iOS 8.2 update why can't I make or receive calls?

iOS 8.2 update

I did the 8.2 update this morning and since then have had no network coverage. I can't make or receive calls or send or receive text other than iMessage.
I have an iPhone 5s

BACKUP YOUR DEVICE! Afterwards, put your device in recovery mode, connect it to your computer, initiate the computer's iTunes app and restore your device.

If simply restarting your device does not work, it may require a full restore of iOS 8.2. I hope you are able to solve your issue.

Try holding the power button and the home together until you see the Apple logo then release. See if that helps.

Try resetting your network settings. Navigate to Settings> General> Reset> Reset Network settings

I'm having the same problem Tried all the suggestions above, but still cannot make or receive calls. I can sms, iMessage, whatsapp, receive emails, in fact everything but calls. Anyone else have any other solutions?
