If i create a new Apple ID will I still need to use the old Apple ID password to download apps or not. And what would happen if I created a new one??

A new Apple ID is a totally new account, so yes you'll need to start over and search for the apps you had on the previous account; also pay for them again.
If you use the current(old) Apple ID you can just download them again from the AppStore as its tied to account
