Won't reply to group messages

What do I have set wrong? My 5s will reply to messages just fine. But.... When trying to reply to a group message I get "not delivered". Help!

Do you have send as sms in the message settings inside the settings in the phone? Are there people in the group that don't have an iPhone?

Yes I have send as SMS enabled. Yes there is usually one that's not an iPhone, but it doesn't seem to matter.

It just says not delivered under my text reply, and neither of the recipients gets my reply.

Guess I'll have to take it into Verizon or Apple to see if they can help.
