If the phone is unlocked, then yes. However, if the phone is SIM-locked, then it will only work with the SIM from the wireless provider for whom the phone was sold.

Excuse my lack of knowledge...his original phone was from Verizon. Was water damaged and replaced by Lifeproof. I did not remove the SIM card from the water damaged one. I now have a replace my phone without a card.

If the SIM is not available, you will need to visit a Verizon store and get a new one. Just explain the situation and they should be able to resolve the issue for you. But the phone will not work without a proper, active SIM.
