Why won't my photos download from the cloud on my iphone 5c?

I'm trying to email a photo but ever since I signed up to have icloud storage, as it was telling me the capacity for storing photos on my iphone 5s was full, half of my photos won't download. If I try to message or email from 'photos' I get an error message saying 'unable to share There was an error preparing to share. Please try again later' and if I try to insert a photo in an email I get 'cannot download photo There was an error downloading this photo from your icloud photo library. Please try later' but it never works later either.
