Is it possible to create "WiFi activity" profiles?

iPhone 5c, OS 9.3.2

When the phone is connected to a (limited data) hotspot, I don't want anything but iMessage and Whatsapp working. But when connected to my home WiFi and other unlimited WiFi networks, I want everything to work. Is it possible to create such restricted access without having to manually turn off and on data for apps when switching between the hotspot and non-hotspot WiFi?

There is currently no way to this on iOS.
Hopefully  will add this functionality in the future.
