I bought a refurbished iPhone 5c how do I get a sim card I have a 4s now would a factory refurbished iPhone have a sim card in it and if so how would I transfer my information from my 4s to the 5c

See your service provider about SIMs... As far as transferring data, back up the old one to iTunes or iCloud and sync to iTunes then restore to the new one and sync to iTunes.

A 4S SIM will not fit in a 5C, the 4S uses a Micro SIM while the 5C uses a nano SIM. As Keith (kch50428) said, your carrier will handle the SIM swap, often free, or if not for a minimal charge.
