i lost my iphone 5c and i cant track it because location services were off...

is there any apps or ways that i can track it or turn its location services on?

Unfortunately there is no such of app or ways to achieve what you want.
Sadly, the phone is gone.
Next time you own an iDevice, turn on "find my phone" the service is free, and it just work for what it's design for.
