Why is the 5c acting crazy?

After my daughter updated her 5c it now has a black screen with a white rim, the Apple logo in the middle and it's flashing on and off. Has anyone had this happen? And how can I fix it?

If she has a recent backup of her iPhone, she can put the device is recovery mode and restore the device.
