iMessage and FaceTime error during activation

I bought my mom an iPhone 5c yesterday. Created here a new Apple ID.
Every time I tried activating her iMessage and FaceTime I got an error message saying an error occurred and to try again.
I tried it maybe 15 times. I reset the cellular network. Hard reset the phone and nothing.
I have an iPhone 5s and my gf a 5c and never seen this issue before.

Does anyone have any advise?

Are you sure that you aren't typing the wrong password? The password requires a capital letter and a number.

Yea I'm sure. It doesn't require a password unless I want to use her Apple ID as iMessage. I'm trying to use her #. I tried using the Apple ID for FaceTime and iMessage and same problem

Same issue happened with me. I tried again the other day and it activated successfully.

You should call Apple Support, since there is a good chance that they may be able to help fix it.
