Most likely the website is not compatible with the mobile browser. Or is using a technology that the mobile browser does not support.
You cannot "update" your browser separately from your iOS version.
Does the "billpay" have a corresponding app for iOS? If not, then you likely are going to have to go a different route. You could try another browser such as Firefox for iOS, but it still might not work depending on how the webpage is setup.
