how do I restart my locked iphone5 phone?

I have an Iphone5 and have the fingerprint security enabled. My phone was restarted and now it says that siri needs my passcode, which I did not set up. Help!

You cannot set up TouchID without first setting up a passcode. If you cannot recall the passcode, you will have to restore the device. For more information regarding TouchID security, please read the information via the following link.
