I'm not sure if they can, but you might be able to. If you ever backed up your messages with icloud then you can find them there. Log in to icloud and check. Have you ever backed up your phone, or do you have automatic sync on in itunes? On itunes if you restore your phone it will restore the text messages you had at that point. I read online that even after deleting messages they remain on your device until over written. Maybe apple employees have a way to access that info idk. Certain apps can like Wondershare dr phone.
