If an iPhone 5 was restored & using a different SIM, & still iCloud locked, can it still be located?

If my iphone 5 was restored via recovery mode and connected to the internet using a different sim card but blocked by icloud login lock, can I still track it?

Unless I'm mistaken, the device cannot be fully restored if the iCloud activation lock has been enabled on the device. The person would need to enter the correct iCloud information in order to use the device. Anyway, if the device is connected to the internet then yes, it can still be located.
