Transfer files between iPhone 5 and iPad 2?

Both devices are running iOS7. I occasionally want/need to transfer a file from one device to the other, when I do not have any connectivity for the iPad. AirDrop came on the iPhone with iOS7, but not the iPad. How can do do this?

A typical scenario will be I receive a PDF file as an email attachment on the iPhone, and want to copy it to the iPad where I can actually read it. But the iPad is WiFi only and I am in a location without WiFi. I do not have the Hotspot feature enabled on my cellular plan.

Use Dropbox... or something similar... the iPad has to have some sort of wifi connectivity to make it work. The iPad3 doesn't do AirDrop either...

So DropBox is not a solution here.

Is there a peer-to-peer wifi or bluetooth application that works here?
