Home screen issue on iPhone 5 after restoring backup from iphone 4S

The restore worked great via iTunes but I have one small issue

I am unable to drag icons to the last row on the iPhone 5

It still thinks it is the size of an iPhone 4S

I then upgraded the phone to IOS 7 and it has the same issue

Any help is great appreciated

When you say the restore worked great... Do you mean from 4S to 5? You are then in your last statement talking about updating to iOS 7. Is this what you actually mean you did and while I update straight from my 4S to 7 I am not having any issues with icons so maybe you can be a bit more specific for someone else to help you more that I can.
