phone bought from Dubai...camera not working...

i bought iPhone 5 from Dubai...
after few hours camera is not working...there is no camera app...i did restore many times...but the camera disappears after few hours, i don't know why...actually at Dubai FaceTime is blocked...i don't know if it has something to do with camera....now i am in india and apple service center says that ill have to send it to Dubai for replacement....which i can't...
is there any way by which i can upload some other country firmware on this phone...so that FaceTime also enables....
