If by 'compatible' you mean that it runs exactly the same software and allows seamless syncing of apps, pictures and so on, then you want the smallest wifi only iPad Mini.
Please bear in mind that almost identical apps to the iOS ones can be found on the Android marketplace though.
I ran a Samsung Galaxy S3 and an iPhone 5 back to back for a while to see which, in my opinion, was best. The SGS3 lost and i've since sold it. However, my point is that the two devices were pretty much synced up in that I could swap pictures between the two effortlessly and with the vastly similar apps available for each device, I could sync my email across both devices quite happily.
Bottom line: If you are looking for a cheap tablet that will sync most things across devices then your best bet is an Android tablet. If you want a flawlessly integrated device then your best bet is an iPad.Thanked by:Sally Langley (12-27-2012)

Depends on what you mean by "compatible".…
Can share apps - iPad only
Can use same email account - most any tablet
Can share music - iPad is easiest but as long as you have access to a computer you should be able to put music on any tablet
Can send messages - iPad can with iMessages, but there are third party texting apps like WhatsApp? And Kik that work cross platformThanked by:Sally Langley (12-27-2012)

What you're asking still doesn't really make sense...compatible in what way? Like someone else said, the iPad is some what compatible because some of the apps used are the same from iPhone to iPad, but other than that, what else would you want it to do with the tablet?

If u had a playbook the only phone that I know that would sync perfectly with it would be a blackberry

It doesn't make a difference what phone you use for a personal hotspot...all tablets can connect to them in the same way you would an iPhone.
Do i think it'd be frustrating? Probably, but that is the reason i bought an iPad 2.
Hotspots are hotspots...there's no discrimination amongst tablets and what connection they pick up since they all use the same basic function to provide a hotspot. The cheapest decent tablet is the Nexus 7. Up from there, iPad Mini. Either one will connect to your phones hotspot.

I have every and each mobile OS phone and corresponding tablet. They all have their perfect par but they will pretty much all work with any phones hotspot. Now if you don't have that feature enabled by your cell provider, or you don't want to pay extra for it, you are out of luck and you will need to buy cellular version of said tablet. Only Blackberry phone will share internet with BB Playbook tablet for free.

I would recommend the BlackBerry Playbook. At least you would be able to see what full multitasking looks like on a tablet. Despite the numerous apps availabe for iOS devices, they can only cope with actually running one app at a time and to switch between apps you have to double click the home button. On the Playbook, all that is required is a swipe of the finger from the bezel to reveal all of the currently running apps, there is no physical button to press. The new BB10 phones that are due for launch next month work in the same way.
Daroman4 is right about the free tethering between the Playbook and BlackBerry phones. I also read recently that this may have been the reason for the breakdown between RIM and US carriers, who did not like being unable to charge their customers for this service. - 01-08-2013, 01:10 PM #16

Get an Ipad or at least an Ipad mini. You can share apps and other things across devices. Right now I have an Android phone with a Mac and Ipad and its a PIA. When I had the iPhone 4 having them share everything was nice. Now I am going to buy an Iphone 5 and everything will be fine again.
If you look at the other devices that are cheap, they run on the Android platform. Plus if you buy an Ipad, when you sell it, it will be worth more on the resale market than the Android
