Besides uninstalling the app and reinstalling it as new, there is not a native way through iOS to clear an app's cache unless the app itself offers it as a feature. That said, especially on the iPhone 5, even the resource hogging apps like Facebook and some of the photography apps are not going to noticeably effect your performance in a way that deleting their cache (as you are describing), and the app itself would end up going back to heavy usage because it's going to have to rewrite it's "shortcuts" that make it faster when it's cached.

All I know is that is what I was told to do when apps are randomly crashing due to low app data.
If the OS needs to, it clears cache on its own.

Huh I've never seen it say cleaning, maybe I just never noticed it.
I'm not sure why the genius would show me this other than to actually use it.
