That's only on the iPod.
Just go to contacts select the person then chose FaceTime then it will give you options to chose from their number or email.

Go to Settings \ FaceTime - is it enabled there? If not, enable it, then go to Contacts and select a Contact and you should see a FaceTime 'button'...
