Is the best way to move just sync my iPhone 4S to my computer then plug my iPhone 5 and restore from the newest backup?

Or is it better to start from scratch and plug the iPhone 5 in and setup as a new device?

I know the pros and cons of each, but what do you guys suggest?

If you have the time, I recommend setting up as new, however, if you don't have time then restoring from a backup is the way to go and the fastest way to get up and running.

Just restore from backup. If you have issues, just restore as new.

Also; can someone confirm that you can transfer just contacts and pictures from one device to another.

I restored from iTunes backup. It worked fine, no battery issues or any other problems whatsoever. It took about 5 minutes.

You could if you decided to backup nothing but your camera roll and contacts on your iCloud backups.
