I'm just north west of Richmond. I too was surprised to see those speeds in this area. Literally, I could throw a stone and hit "Rural Virginia", and yet I have great LTE.

Northern VA.
Wifi goes over a 25/25 FIOS line.
2 bars LTE but I was in the basement.
Ran test for wifi and LTE on 2 different speed test servers.
