Why won't my wifi turn on in my setting on my Iphone 4s

I reset my iphone millions of time. It is just grey the whole time.

1. Make sure you have the latest iOS.
2. Try Reset Network Settings
Reset Network Settings Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.
