My iPhone is coming up with 'click to upgrade' but won't let me ...

I have updated my iPhone 4s to iOS 9 because it needed updating and now it said in the middle Enable Location Services and I tried to click it and it wont let me probably
because of cracks in my iPhone please answer back idk what to do

get your screen fixed would be the first thing i would do
