Why won't my iPhone 4s ring and why does it go straight to voicemail?

My iphone 4s won't ring, it just goes to voicemail.

My phone 4s won't ring out loud but the screen will say I have a missed call and voicemail but there isn't a voicemail either.

try going to your phones dial pad and doing the following: ##update# and hit talk.
