I was given an iPhone 4s and have reset my password ok but they keep saying it is disabled, what is going on?

i was given an iphone 4s and have reset my password ok but they keep saying it is disabled

i have been given an iphone 4S all works well but when i reset my password to go to download games etc it says it is disabled
