Are you asking if you can get 100mbps dl speeds on your phone? Not unless your carrier provides those speeds and I don't think any mobile carrier does at this point. Jailbreaking has no affect on your speeds either.

No bro, i wanna know how can i download any app from app store with cellular network, i cant download any app which large then 100 mb....

I don't know. I'd like to think that if you at least had LTE speed you can download files/apps of that size, but again, I don't know. Is it possible that the 100 MB size limit you mention is something instituted by your wireless provider. Apple recommends you download apps via Wi-Fi, but I think that's more to help you maintain your cellular data amount.
