Transferring photos from PC to iPhone 4S

I know there is a thread for this but I know where to go to transfer the photos. The problem I am having is that each time I try to select a folder, ANY folder including my external hard drive, it says no items match your search. All of my photos are jpeg. When I went into the folder where my pictures are on my actual iPhone it would not let me drag or drop any photos either. I have my phone connected to my PC, iTunes open, my phone open, and I go to photos so I already know the steps as I said above so I don't need help with that. I have attached a screen shot so you can see what I mean. Any help would be great, thanks!

You cant drug and drop photos from your pc to ios device.you need to sync it thru itunes.

Yes I know that, can you not see the photo that I attached? I was just saying I tried that as well and it would not work.
