Why can't I connect my iPhone 4?

it cant connect

i put a passcode on my iphone 4 and forgot it and i tried to connect it and it connected but it wont reset and i tried like 2 or 3 times before i gave up and came to this site and now im asking you guys plz help me

No, it will not allow you to fully reset the device and set it up until after you've entered the associated iCloud passcode. Apparently, it is protected with the iCloud Activation Lock so you need to recall that passcode you said you forgot or you will not be able to use the device.
