Can't reply to a text msg. because it won't send.

Msg. rec'd by text. Typed in respond and tapped SEND. Nothing happens. Now the SEND button is green, not blue on my iphone 4.

Blue for iMessage user and Green for Text messages , if receiver user don't use iPhone or iPad then it will send as only Text in green color
sometime unable to send hang at green line process may be network issue !! trying to add country code for that contact and resend
otherwise restart ur iPhone

Green is SMS. It means either your iMessage is off, or the other person is not using an iPhone. Or they have their iMessage off. If your messages are not sending, your signal may be low. You can try Reset Network Settings.
Reset Network Settings
Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.
