Does jailbreaking allow you to get new apps on iPhone 4

I recently tried to install an app from the app store. But to my dismay it told me my iOS is not 8.0. And because apple is a jerk I won't be able to update my old iPhone 4 to iOS 8.0. My question is, if I were to jailbreak my phone would it allow me to download newer apps?

I don't think you will be able to get your iPhone 4 to iOS 8 let alone getting apps
