It happens on occasion. Just close out the App Store app completely and then initiate it again. Afterwards, tap on the update tab. If that doesn't work, reboot your phone and try again. Anyway, to answer your question, there is no AppStore alternative for this, unless you're jailbroken (I think), however, an alternative would be to connect your device to your computer and initiate its iTunes app then have iTunes check for updates for you.

If you backed up your iPhone via iTunes prior to restoring it as new (factory reset), then all you should have to do is connect your device to your computer, fire up the iTunes app and when iTunes recognizes your device, select it and then select "Restore Backup". Your last backup date should display. Select it and then wait for it to restore your backup. Your screens, data, settings & apps will be restored to the way they were prior to the backup. Alternatively, you can do the same via an iCloud backup if enabled and if you backed up your device to iCloud prior to the factory reset. If neither, you can initiate the App Store app on your iPhone, select the update tab and then select "Purchased". All of the apps & games you've ever downloaded ad purchased should display. Simply select the ones you want to put back on your device. You will not have to repay for them. Also, I recommend that you are connected via Wi-Fi or LTE, if applicable, so that the re-downloading of those apps can be speedy.
