If you're overseas, though, my understanding is that carriers have traditionally been much better about unlocking phones for customers than our US carriers have been.

Yes I have heard that too! Often they even sell the phone unlocked, BUT not always, it's best to check with your carrier or do your research before you get the phone. Not sure how it is in the iphone world, BUT in the BB world it's VERY easy to get a BB unlocked, as unlock codes can be purchased fairly cheaply, and often obtained for free, if you know where to look.
