my iphone 4 has a red dot on the phone icon, cannot delete

hi guys i need your help, my iphone 4 has a red dot on the green phone icon when i go to voice mail to clear message ther eis no message, hwo do i get rid of this, have already spoken to the voice mail company they say the problem is not at their end, they suggest changing the SIm card, it must be something simple surely.

reboot the device??

Usually that dot is there when you need to enter your voicemail password for the visual voicemail. I would try calling your voicemail manually to see if it fixes it. Also try reboot.
