It's only possible to do it over wifi. If you jailbreak there's a tweak where you can use FaceTime over 3G. Use skype instead. That's what I do.

Doesn't bother me but I did think that one of the features announced for iOS5 was Facetime over 3g. Maybe they cancelled it.

EDIT: In fact, it is supposed to be avaliable:

FaceTime

Ability to call over 3G (iPhone and iPad Wi-Fi+3G only).[78]
Improved video quality.
Ability to set your FaceTime caller ID to be your email or your phone number.
Ability to mirror the FaceTime call on large screen.[79]

Hmm although I just went here: iOS version history - Wikipedia, the free encyclopedia and it doesn't seem to be on that list anymore. So yeah maybe they decided against it.

How do you do FaceTime over 3G in iOS 5? Whenever I try it states that I need to connect to wifi.

Because your carrier disabled it.

They're so scared of everyone blowing up their network with video chatting.

And that is totally ridiculous considering that Skype and Fring work over 3G, and it doesn't cripple anyone's network (maybe except AT&T. lol)
