All you need to do is download iTunes to your new computer and authorize it. This link will walk you though how do do this. iTunes Store: Transferring purchases from your iPhone, iPad, or iPod to a computer

First you need to authorize your PC with your iTunes account with iTunes if you haven't already done so. With your iPhone connected to iTunes and without syncing, at the iTunes menu bar go to File and select Transfer Purchases From - the name of your iPhone. you can also google iPhone to computer transfer to find some useful instruction.

Whether or not you authorize the new pc for iTunes, when you sync you will lose all photos, and the music you did not purchase through iTunes on your iPhone. If you don't have a backup of your photos and music somewhere, you will need to use something like Copytrans to get the information from your iPhone to your pc.
