You do indeed need to JB.

If you are already,

by text tone you mean SMS tone? Get ToneFX.

Cool tip about sound as well. Get IFile and scroll up to the top and search "caf" most sounds will come up and show you their location making editing/sound theming much more fun. You can also search "aiff" Just make sure you are searching through the Hiearchy. For pictures search "png". You get the point.

If you aren't JB, just do it. It is worth it.

Jailbreaking is a lot of fun but i think you should wait a couple of months for iOS 5.
