Weird Capacity Space

I upgraded to 4.2.8 and it said I had 14gb capacity space altogether on the phone, then I restored as a new device and now it says 13.92gb capacity space. What's bugging me is that this is supposed to be a 16gb phone, and I'm getting jippped out 2gb for whatever reason. They should put 16gb but actually have 18gb drive. Am I the only one who's a little bugged about this?

The gb's that you feel you are missing is what is needed for the OS. It is like that on any phone.
