Bluetooth and Personal Hotspot Issues

I am having issues with my Bluetooth connection. It is set to "on" and the second spot has the loading icon and says "Searching" and "Now Discoverable".

I have several Bluetooth devices (iMac and Motorola Car Unit) and neither will connect successfully. The iMac recognized it, but the iPhone still had the same aforementioned message.

Any suggestions...

BTW: I don't really care about the personal hotspot not working, but I had a feeling they might be related.

I went to settings and couldn't find the personal hotspur anywhere....is it supposed to be there....nevermind just found it.
