Bumber program issue

I'm purchased an iPhone 4 yesterday and I'm still learning how to use it. I am trying to register for the bumper program using the app that in the app store, but I keep getting an error "password force change". I know I'm entering the right iTunes password. Any ideas?

Contact iTunes, sounds like a problem at their end with your details, have you confirmed your details via the email iTunes sent you?

Yes. I have actually downloaded apps since the issue started.
