Multi-tasking icon question

Can someone please tell me if it is possible to always have the same 4 icons pop up when you double click the home button to use multitasking? I understand holding them down gives you the option of deleting icons from that slide bar, but as soon as you use that app again - it reappears in the sliding dock.

Is there any way to always have the 4 main icons pop up without having to scroll through the rest?

My boss is a little OCD and doesn't seem to be adapting well to change

Only the dock can do that. Where the phone, email,
browser and iPod are up on by default. You can do
two things, but the four you'd like (replacing the
defaults) or make a folder and put the four you'd like
and maybe create another for "communication" and
put the phone, email & sms in it. That way, you have
the default icons in a folder on the dock and also the
icons you're trying to have always show up.

It is however impossible to have the same 4 appear in
the multitask menu. You'd have to use the same 4
last to have that happen.
