If it says you're not vailable for one until that date, as of today, then it won't be 199. 199/299 is only for those upgrade elligable or new to at&t/roger/o2 whatever. If you pre-order on the 15th, and you're not upgrade ready, you'll be looking above 399 for a special upgrade, or 599+ out of contract.

CAN WE GET A STICKY OR SOMETHING FOR THOSE WHO DONT UNDERSTAND THE SIMPLICITIES OF JUST UPGRADING THEIR PHONE.
